Haiti - How Is Your City Disaster Recovery Plan?

In a typical disaster recover (DR) plan a person would now be in charge and have complete authority over whatever resources he could muster. Those containers in the shipping yard would be broken open and any resources (like vehicles, medicines or food) be distributed. Any ships on their way to Haiti should be given priority, the military escorts would be all the paperwork needed to let them pass any given checkpoint. Buildings should be setup and clearly marked for separating wounded. Which all makes me wonder how my city's disaster plan is going???
